Sourcebook on Solitary Confinement in Spanish

ICPS Associate Dr. Sharon Shalev’s Sourcebook on Solitary Confinement is now available in Spanish and can be downloaded from the website http://solitaryconfinement.org/libro-de-referencia-sobre-aislamiento-solitario

The English version of the Sourcebook was published in 2008 and provides a comprehensive single point of reference on solitary confinement, its documented health effects, and professional, ethical and human rights guidelines and codes of practice relating to its use.

ICPS delivers prison management workshop for ICRC in Ethiopia

ICPS Associate Alistair Bailey delivered a prison management course to twenty senior Ethiopian prison staff between 17 and 21 March 2014 in Addis Ababa.  The course was organised and funded by the International Committee of the Red Cross.

The workshop brought together senior prison staff from federal and regional prison administrations. It is one of two courses developed by ICPS on behalf of ICRC and focuses on identifying problems in prison management, finding solutions, developing a project plan and implementing it.

ICPS Associates deliver training course for Libyan Judicial Police staff

ICPS Associates Dr Shane Bryans and Christine Fisher, supported by their interpreter Walid Safar, delivered a Training of Trainers course for Libyan Judicial Police staff between the 29 March and 3 April 2014. The course was part of a programme of support for the Judicial Police funded by the UK Security, Justice and Defence Programme in Libya.

ICPS Director visits Panama

Dr Peter Bennett visited Panama from 23-28 March at the invitation of the British Embassy, the United Nations Office on Drugs and Crime (UNODC) and the Panamanian Prison Service.

Over the past three years the Panamanian Government, supported by UNODC, has embarked on an ambitious programme of prison reform. Central to reform implementation has been the re-opening of the Prison Services Training Academy and the professionalization of custodial staff through improved recruitment, training and conditions of service.

Memorandum of Understanding signed between ICPS and the Institute of Correctional Administration, Chandigarh

ICPS has signed a Memorandum of Understanding with the Institute of Correctional Administration (ICA), Chandigarh, India.

The MOU was signed by Anil Kumar, the Uttar Pradesh Home Secretary and Director of ICA, and Peter Bennett, the Director of ICPS. The two organisations have agreed to explore ways of collaborating on developing policy and good practice in prison management based on human rights principles.

Dr Upneet Lalli, the Deputy Director of ICA has been a longstanding friend of ICPS.ICPS has signed a Memorandum of Understanding with the Institute of Correctional Administration (ICA), Chandigarh, India.

 

Cooperation Agreement between ICPS and Fundacion Paz Ciudadana, Chile

On 11March ICPS was delighted to receive a visit from Ana Maria Morales Peillard, Director of Justice and Reintegration, Fundacion Paz Ciudadana, and Alejandro Arevalo, Head of the Human Rights Unit at the Gendarmeria de Chile.

Discussions were held on issues concerning social exclusion and prisoner reintegration, followed by a meeting with ICPS Trustee Baroness Vivien Stern at the House of Lords.

We aim in the Digest to cover all regions and include new developments in policy and practice, as well as information from official and intergovernmental bodies.

Female imprisonment

Roy Walmsley, Director of the World Prison Brief, participated in a recent colloquium on female imprisonment, under the auspices of the International Penal and Penitentiary Foundation (IPPF), of which he is a member. He presented a paper on Variations and Growth in the Levels of Female Imprisonment, which will be published by IPPF, together with the other proceedings of the colloquium, in 2015. Safer Prescribing of Medications in Adult Detention

Professor Andrew Coyle has contributed a chapter to this new publication in the series Health Promotion in Prisons from the University of Oldenburg.

The first section of the book contains an overview of the importance of this topic, including a discussion of the doctor – patient relationship in a custodial setting. The second section focusses on specific clinical issues such as mental illness and infectious diseases..

Andrew Coyle’s contribution on the Right to Equivalent Care explains the relevant international standards and discusses the role of health care staff and the organisation of health care in the prison environment.
